Piccolo’s weighted clothes hold back 20% of his power.

The Fusion Dance multiplier is halved when Super Saiyans fuse - likewise, the Super Saiyan multiplier is halved when used by a fused Saiyan.

Okay, there's the list done, so I may as well use it and stick in a few frequently asked questions to give clarity to some of the stuff in my list.

1.) How do you work out the difference ratios?

The only one stated was 1.3 recurring, in Vegeta's fight with Kiwi. This is the only fight where both character's levels are stated (24,000 divided by 18,000 = 1.3 recurring), and since Vegeta dispatched Kiwi with no effort at all, this shows the minimum difference necessary to completely own your opponent.

Next is 1.17 - 1.23. Dodoria states that 24,000 is a higher level than his, yet he also states that Vegeta "could barely get up to 18,000" at least a year ago. Dodoria should be strong enough to easily take Vegeta, yet low enough that Vegeta can dispatch him with significant effort. If Dodoria is around 20,000, then he is far enough from Saiyan saga Vegeta that he can handle him easily, yet far enough from Vegeta after his Zenkai that Vegeta can kill him in one blast. 1.17 would be the minimum for a one-hit kill with significant effort (if Dodoria is 20,500, which is the highest I would put him to keep him far from Saiyan saga Vegeta), and 1.23 would be the point where the one-hit kill would require minimum effort (as anything over 1.23 is closer to 1.3 - and I wanted to have a section that was the transition between "one-hit kill with significant effort" and "one-hit kill with no effort").

Then there is 1.08 - 1.12. Zarbon in base should be as far from Vegeta that Vegeta can pound the snot out of him, but not so close that he can put up a good fight. When Dodoria's scouter broke measuring Vegeta's level, it read 22,000 - Zarbon at this point was not overly worried. When Zarbon read Vegeta's full power, he was scared. Considering that Zarbon (if his reaction was anything to go by) could take someone with a power level a little over 22,000, then the minimum power level I'd give him is 21,500 -  say the scouter had finished at 22,500, then the difference (22,500/21,500 = 1.046), would be close enough that Zarbon could have a pretty even fight with Vegeta. 24,000/22,000 (the number that Zarbon was not scared of) is 1.09 recurring, whilst 24,000/21,500 = 1.116 - these numbers are either side of 1.1, so this is what many categorise as the "domination in a fistfight with some effort" range.

These two fights are used to determine the ratios for the power level difference in every fight on a list. The rest of the ranges are done simply by filling in the gaps with transitions - the "domination in a fistfight with mild effort" is simply a transition from 1.12 to 1.17, and "one-hit kill with some effort" is the transition from 1.23 to 1.3.

It's complex, but once these ratios are worked out, they are incredibly useful in making a power level list.

2.) Why did you give Nappa and Vegeta suppressed levels in the Saiyan arc when Vegeta later says he was unable to control his power before his attack on Earth?

Simple. Because Nappa and Vegeta are shown powering up several times - Nappa before attacking Tenshinhan and twice more to fight Goku, and Vegeta when he kills Nappa and again when he attacks Goku.

Also, when Vegeta announces that the Saiyans will wait 5 hours for Goku to arrive, Piccolo says that "The way the big one [Nappa] cowered... that must mean... that the little one is even more powerful..." - this implies that Vegeta is currently at a suppressed state and has a battle power lower than that of Nappa at this point of the battle.

Finally, a suppressed Goku (with a power level of 5000) is so fast that when Nappa charges at him, Goku disappears without Nappa seeing where he went. If Nappa was at full power, this would not have happened.

I do not believe the Saiyans can change their powers at will - hence why I did not use the word "suppressed" to describe their states at any point. What I believe they can do is relax (and therefore lower) their powers, but they have to warm up or power up to fight at full potential. They cannot suppress and unsuppress at will like the Z-Fighters.

3.) Hold on, I thought that Freeza's 100% power was only 12,000,000. Why do you have him so high?

Several years ago, a power level was posted on the internet that used levels from the 7th Daizenshū (the Daizenshū is a series of books by Bird Studios which are essentially encyclopaedias for Dragon Ball – they have not been released in English), which has power levels up to the end of the Freeza arc. However, the people who made this list made a mistranslation. Freeza’s power level in the Daizenshū is 120,000,000, but this was mistranslated as 12,000,000. The makers of this list found an explanation for Freeza’s power level being 12,000,000 in FUNimation’s dub of the anime, where Kaiô-Sama says that Goku has been using the Kaiô-Ken x10 “the entire time” – meaning when he was fighting against Freeza immediately after Freeza’s beating of Vegeta.

There are several flaws in this explanation – firstly, Goku did not exhibit a Kaiô-Ken aura. Even after mastering the Kaiô-Ken, he was still shown to project an aura, when he used a two-fold Kaiô-Ken against Captain Ginyu. If he was using a Kaiô-Ken x10, he certainly would have had an aura. Secondly, the Daizenshū was not written by Akira Toriyama (the writer/artist of the Dragon Ball manga), and so it is not canon. Thirdly, the line in the FUNi dub was just that – a line that was used in a dub – by a company not known for the accuracy of their scripts to the source material – of the Dragon Ball anime, which itself is non-canon (as it includes events and statements not seen in the manga). The people who still claim that Freeza’s power level is 12,000,000 are using, as evidence, a non-canon document mistranslated by fans, and a dub line from the non-canon anime.

Here are a set of dot points to show how Freeza’s power level is over 100,000,000 – all events listed happened in the original manga by Akira Toriyama.

• Freeza transforms into his second state and declares his power is over 1,000,000.
• After being beaten around by Gohan, Freeza powers up.
• Piccolo, fresh from merging with Nail, arrives to save his friends and fights Freeza – Piccolo has a rough advantage.
• Freeza powers up again and beats on Piccolo.
• Piccolo removes his weighted clothing and reveals he’s been hiding his true power – he is confident he can take Freeza, implying he is stronger at this point.
• Freeza transforms into his third state and effortlessly defeats Piccolo with finger blasts.
• Vegeta, taking advantage of the fact that Saiyans get stronger after recovering from the brink of death, gets Kuririn to impale him and Dende to heal him – after being healed he is confident he can take third form Freeza.
• Freeza transforms into his true form and fires a finger beam at Gohan that not even Piccolo can see – yet Vegeta, seeing the blast, knocks Gohan out of the way. Piccolo is amazed at Vegeta’s new power.
• Freeza effortlessly beats Vegeta do a pulp.
• Goku arrives on the scene, displaying no aura. Piccolo, who was amazed at Vegeta’s new power, is astonished at how strong Goku has become through his final Zenkai (near-death power augmentation).
• Goku, with no aura, fights evenly with Freeza, and even swats away the fingers beams that Freeza will shortly use to kill Vegeta. Again, Goku is producing no aura.
• Freeza then announces that he can annihilate Goku with only fifty percent of his true power – he powers up to fifty percent and Goku cannot even put up a fight with a 10x Kaiô-Ken.
• Realising his only hope is a 20x Kaiô-Ken, Goku fires a Kamehameha at Freeza while using the 20x Kaiō-Ken to raise his power to the absolute maximum – Freeza is able to block this with one hand.

This on its own tells us that Freeza, using fifty percent of his true power, is over twenty times stronger than Goku, who is stronger than Vegeta, who is stronger than Piccolo, who is stronger than Freeza’s second state, whose power level is stated to be over one million.

Another point is why I have Goku having his strength rejuvenated by the onset of the Super Saiyan transformation. Well, he’d lost a lot of strength (stated by himself and Gohan), whilst Freeza on reaching his maximum informed Goku that he was at “full power” – despite the fact that he’d lost a lot of power after being hit with the Genki Dama. The most logical explanation is that Goku’s Chi was restored whilst he transformed. He does seem rejuvenated (before the transformation he is so fatigued that he has to lean on Kuririn, while after transforming he is able to fight evenly with Freeza’s one hundred percent power), so it makes sense that he was brought back to full power during his transformation.

4.) Why do you have Piccolo so much stronger than Freeza’s full power after 3 years of training for the Cyborgs?

a.) Piccolo was doing intense training with a Super Saiyan (who was also training hard, and getting stronger all the time) for 3 years. As Piccolo had a sparring partner many times stronger than himself, it stands to reason he would get a massive increase whilst training for the Androids.

b.) Kuririn stated that Piccolo was around the Super Saiyans in power. The Super Saiyans at this stage would naturally be far stronger than 100% Freeza - they had been training hard for 3 years, and they were already stronger than Freeza before training for the Cyborgs.

c.) Piccolo is my favourite character. I like to make him as strong as possible.

5.) Why is Base Vegetto equal to SSj3 Gotenks? Wasn't he making a fool out of Super Boo w/ Ultimate Gohan?

That was anime filler. Base Vegetto appears in the manga for four panels before transforming into a Super Saiyan. His power level is just a guess. I couldn't decide whether he would be stronger or weaker than SSj3 Gotenks so I made them even just for the sake of it.

6.) Isn’t Chibi Boo the strongest form of Boo?

Well, if you go by FUNimation's dub of the anime, yes. In the anime, Goku at Super Saiyan 3 is able to match Super Boo w/Gotenks, who dwarfed Ultimate Gohan in power, and (in the FUNimation dub) Kid Boo is stated to be stronger than Super Boo.

However, the anime in any form is not canon, and the fight between SSj3 Goku and Super Boo w/Gotenks didn’t happen in the manga – it was merely inserted to make Goku appear stronger than he is.

Here are a series of dot points that illustrate why Chibi Boo is not the strongest form of Boo, and the related points of why SSj Gotenks is stronger than SSj3 Goku, and why SSj3 Goku is stronger than Chibi Boo.

• Majin Boo is unleashed. His power skyrockets whenever he gets angry.
• SSj3 Goku and Majin Boo fight evenly, though neither is giving his all. Goku says he couldn't have beaten Boo - because he knows that whenever Boo gets angry his power skyrockets, and using SSj3 for a minute or two cut 23 hours from his time on Earth.
• Goku states Gotenks will be stronger than himself - this means he's expecting Gotenks to be something special. The Z-Fighters later call SSj Gotenks a "success", implying he is around SSj3 Goku in power. Piccolo is unsure about letting Gotenks fight Boo, but this can be chalked up to Gotenks' lack of experience and the knowledge of what happened last time.
• Gotenks trains in the RoSaT and becomes much stronger.
• Gotenks goes SSj3 and fights evenly with Super Boo, then unleashes and has Boo on his knees.
• Ultimate Gohan kicks Super Boo around like a ragdoll.
• Super Boo absorbs SSj3 Gotenks and makes a mockery of Ultimate Gohan.
• Goku goes back to Earth to fuse with Gohan and beat Boo.
• Gotenks defuses and Super Boo returns to his original power.
• Goku says that "Gohan can handle you now" - he does not mention himself.
• Inside Super Boo, Goku tells Vegeta that Super Boo is too strong for them to handle.
• Super Boo appears in his own mind, about to fight Goku and Vegeta. Goku says "to get out of here we have to beat you," with a concerned look on his face. He doesn't say they can beat Boo, and is only bluffing since he has stated they have no chance of winning.
• Super Boo's power increases as he evolves into Buff Boo (having had the containing element of Dai Kaioshin stripped from him), which scares Goku and Vegeta.
• Buff Boo devolves into Chibi Boo, and Vegeta is confident that the two working together can beat him.
• Kaioshin is more scared of Chibi Boo than Super Boo, calling Chibi Boo "the most dangerous one" as he has no rationality or sanity. Strength is not mentioned here.
• It is revealed that Fat Boo was Chibi Boo + the strongest Kaioshin and calmed (but not weakened) by Dai Kaioshin. This explained why he started so weak yet his power crept back in whenever he got angry.
• On the Kaioshin's planet, Goku says he "could've beaten the fat one but [he] wanted to give the kids something to do" - he does not admit to being stronger than Gotenks, if anything he confirms that Gotenks is around him in power.
• Goku blocks a Kamehameha from a battered Chibi Boo - this barely damages him.
• Vegeta says that "at full power [Goku] should be able to demolish [Chibi Boo]". Goku says that he "started out at full power" and "it takes up too much power to sustain SSj3 in a living body," leading us to believe that SSj3 uses up so much Chi that his power starts dropping like a rock. Combined with Vegeta's statement, this should tell us that SSj3 Goku > Kid Boo at max power, but Goku can't sustain his max long enough to completely obliterate Boo, who can regenerate from any injury as long as the smallest piece of him remains.
• Goku says that Chibi Boo is "dragging the fight out to toy with us" - he says this after he's lost a lot of power from fighting all-out and Chibi Boo (who has infinite stamina and can regenerate from any attack) hasn't taken any damage from his attacks.
• Goku says that no matter what he does to Chibi Boo he "comes back good as new" - this is attributable to Chibi Boo's infinite stamina/regeneration.
• SSj2 Vegeta fights Chibi Boo for a bit and gets badly beaten, saying "his power is more than I ever imagined" - yet earlier he felt confident that he and Goku together could take Chibi Boo, implying that like always, he underestimated his opponent. However, it is not an admission that Chibi Boo > Super Boo, as Vegeta expected Chibi Boo to be vastly inferior to him.

From this we can glean: Super Boo (w/ SSj3 Gotenks) > Ultimate Gohan > SSj3 Gotenks >=Super Boo (w/ Piccolo) >= Super Boo >> SSj Gotenks (post RoSaT) > SSj Gotenks (pre RoSaT) >/= SSj3 Goku >/= Majin Boo w/Dai Kaioshin > Chibi Boo
